Afghanistan doesn't have trees, streams or even grass its 99% dust and that's why it looks so untidy. Better still ,show them what electricity is (without killing too many of them ) and give them vacuum cleaners. A tidy mind begins with a tidy country. For a short term fix the UN could just drop an enormous Persian rug in the middle of the place and they could sweep dust under that until the shampooing planes can get there. Maybe they could export it to a country that's dust deprived like Antarctica, either way a little sweeping never hurt anybody, just so long as you're careful with landmines.
